Michael E. Kilkenny, MD, MS
Chief Executive Officer and Health Officer
Dr. Michael Kilkenny received his MD from the Marshall University School of Medicine and holds a master’s degree in Community Health. Board Certified in Family Practice, he has worked in academic, hospital, and private practice settings before becoming the Physician Director of the Cabell-Huntington Health Department. He currently serves on several advisory panels for the WV Bureau for Public Health as well as the Governor’s Advisory Council on Substance Abuse, Prevention, and Treatment. He is also a member of the board of directors of the National Association of County and City Health Officials.
Tim Hazelett
Chief Financial Officer
As the Chief Financial Officer of the Cabell-Huntington Health Department, his responsibilities include financial operations, financial logistics, budget and budget management, annual audits, risk management, accounts payable/receivables, contracts and business agreements, community partnerships as well as the day-today financial management of the Cabell-Huntington Health Department. Tim has been in business management for 30+ years. As a lifetime resident of the Huntington Community, he serves as a member of the Huntington Rotary Club, a member of the Marshall University Internal Review Board (Medical), several agency Boards, and is involved with many community coalitions focused on improving the health and well-being of our community. Tim resides in Huntington with his wife, Samanthe, and has two daughters. Tim Hazelett holds a Bachelor of Science Degree in Biology from Marshall University and is a lifetime resident of Huntington, WV
Harley Walden, Ed.D, BSN
Director of Nursing
As Assistant Director of Nursing, Harley Walden works with the clinic staff to schedule community outreach events and facilitate medical and nursing student rotations, while assisting with the creation of monthly reports. He has spent most of his life in the Huntington area, graduating from Spring Valley High School. He graduated from Marshall University, receiving an Ed.D in Curriculum and Instruction. Harley is also a graduate of the St. Mary’s School of Nursing and completed his BSN from Marshall University. He is passionate about promoting, educating, and advocating for childhood and adult immunizations across the tri-state area, as well as working with community partners to address the health needs of the Cabell-Huntington area.
Elizabeth Adkins, MS
Administrator
Elizabeth is a results-oriented healthcare professional overseeing the day-to-day operations of the Cabell-Huntington Health Department. She provides administrative and supportive services including management in budgeting, purchasing, facilities, human resources, and prevention programs. Elizabeth is currently serving as the President of the WV Association for Local Health Departments representing health departments across West Virginia. Elizabeth holds a Master of Science in Health Care Administration from Marshall University. Adkins graduated Cum Laude from West Virginia University with a Bachelor of Arts in Communication Studies and a Minor in Business Administration.
Rodney Melton, RS
Director of Environmental Services
Rodney is a graduate of Marshall University. He started working at the Cabell-Huntington Health Department in 2005 as a Sanitarian inspecting restaurants, childcare facilities and pools. In 2010 he took a promotion as a Sanitarian Supervisor to oversee staff doing routine inspections. In 2019 Melton was promoted to Director of Environmental Services overseeing the entire Environmental Health Section. He enjoys working with local partners and the public to improve our community.
Allen Woodrum
Director of Information Technology
Allen brings together all of the various Information Technologies for our organization.
Leland Steele, MBA
Director of Communications and Preparedness
Leland has over 15 years of experience in communications and marketing. His background includes various duties to include development and leading marketing plans, management of internal and external communications, budget management and community engagement. He holds a Bachelor of Arts in Journalism/Advertising with a minor in Marketing from Marshall University (Go Herd!!!) and a Master of Business Administration from Liberty University.
Liz Chambers, RN, BSN
Director of Epidemiology
As Director of Epidemiology, Liz coordinates with the Western Regional Epidemiologist and Nurse Epidemiologist to investigate and manage outbreaks, provide data, insight, and education to community partners and develop public health initiatives to mitigate the spread of infectious diseases in our county. Liz is a Huntington native and graduated Cum Laude from Marshall University with a Bachelor of Science in Nursing and a minor in Sociology. She is a Registered Nurse and brings to the Epidemiology Department clinical experience in the hospital setting, along with private sector experience in operations and people management, data analysis, performance reviews, and training. She is fluent in three languages: English, Spanish, and Catalan.
John Jarboe
Director of Maintenance
As Director of Maintenance, John oversees the day-to-day commercial operations of the Cabell-Huntington Health Department facilities. John has over twenty years of experience in maintenance. His expertise is in facility management, including ensuring safety standards and regulations are met. He oversees cost-effective projects for energy efficiency.
