The Cabell-Huntington Health Department has a leadership team that is responsible for the operative management of the organization

Michael E. Kilkenny, MD, MS
Chief Executive Officer and Health Officer
Dr. Michael Kilkenny received his MD from the Marshall University School of Medicine and holds a master’s degree in Community Health. Board Certified in Family Practice, he has worked in academic, hospital, and private practice settings before becoming the Physician Director of the Cabell-Huntington Health Department. He currently serves on several advisory panels for the WV Bureau for Public Health as well as the Governor’s Advisory Council on Substance Abuse, Prevention, and Treatment. He is also a member of the board of directors of the National Association of County and City Health Officials.

Tim Hazelett
Chief Operating Officer
As the Chief Operating Officer of the Cabell-Huntington Health Department, his responsibilities include budget and finance, operations, logistics, buildings and grounds, training and development, community partnerships as well as the day to day management of the Cabell-Huntington Health Department. Tim has been in business management for 24+ years. As a lifetime resident of the Huntington Community, he serves as a member of the Huntington Rotary Club, a member of the Marshall University Internal Review Board (Medical) and is involved with many community coalitions focused on improving the health and well-being of our community. Tim resides in Huntington with his wife, Samantha, and two daughters. Tim Hazelett holds a Bachelor of Science Degree in Biology from Marshall University and is a lifetime resident of Huntington, WV.

Kathleen Napier, RN
Director of Nursing
Kathleen has lived in the Huntington area since she was 12 years old. She attended Cabell County Schools, graduating from Huntington East High School and eventually made her way to Marshall University where she graduated with a Bachelor of Science in Nursing in 1993. Kathleen has spent most of her career in community health and has been with Cabell–Huntington Health Department for 12 years. Kathleen has been a strong advocate for childhood and adolescent immunizations, receiving an achievement award in 2014 from the West Virginia Immunization Network for her work to improve immunization rates in West Virginia. In 2015, Kathleen and her staff played an integral role in starting one of West Virginia’s first Harm Reduction Programs, which is recognized on a national level. Kathleen has been married to her husband Mark for 42 years. They have 3 children and 5 beautiful grandchildren. Kathleen enjoys reading, sewing, and spending time with her family.

Jack Mease, CPA
Chief Financial Officer
Jack is a proud US Air Force Veteran and graduate of Marshall University. He has been a Certified Public Accountant since 1990. In 2013 he came to Cabell-Huntington Health Department. He is very active in the community and is pleased to serve as the Treasurer for several organizations to include; Barboursville Rotary Club, Cabell County Schools Foundation, Inc, Contact of Huntington. He is also the Founder and Treasurer of Nicaragua Education, Shelter and Health Fund, Inc. Jack has two Daughters, two Grand Daughters, and one Grand Son.

Elizabeth Adkins, MS
Administrator
Elizabeth is a results-oriented health care professional overseeing the day-to-day operations of the Cabell-Huntington Health Department. She provides administrative and supportive services to include management in budgeting, purchasing, facilities, human resources and prevention programs. She also is the Public Information Officer for Cabell County serving in the Emergency Operation Center (EOC) and has participated in numerous activations of the EOC for various natural disasters over the years. Elizabeth holds a Master’s of Science in Health Care Administration from Marshall University. Adkins graduated Cum Laude from West Virginia University with a Bachelor’s of Arts in Communication Studies and a Minor in Business Administration. Elizabeth holds an Adjunct Faculty position with Marshall University teaching Public Health Courses in the College of Health Professions.

Rodney Melton, RS
Director of Environmental Services
Rodney is a graduate of Marshall University. He started working at the Cabell-Huntington Health Department in 2005 as a Sanitarian inspecting restaurants, childcare facilities and pools. In 2010 he took a promotion as a Sanitarian Supervisor to oversee staff doing routine inspections. In 2019 Melton was promoted to Director of Environmental Services overseeing the entire Environmental Health Section. He enjoys working with local partners and the public to improve our community.

Allen brings together all of the various Information Technologies for our organization.

Abir Rahman, PhD, MPH, MBBS
Director of Epidemiology
Dr. Abir Rahman is an Epidemiologist, public health practitioner, and researcher who received his Ph.D. in Public Health (Epidemiology) from Florida International University, located in Miami, Florida. He also holds a Master of Public Health from East Tennessee State University and a Bachelor of Medicine, Bachelor of Surgery (MBBS) from the University of Dhaka, Bangladesh. Before joining the Cabell–Huntington Health Department as the Director of Epidemiology, he has worked in different academic institutions in the U.S. and as a physician in Bangladesh. Dr. Rahman is affiliated with various professional organizations like the American Public Health Association (APHA), the Council of State and Territorial Epidemiologists (CSTE), etc. In his current role, his primary responsibility is the development of the Epidemiology Department. Additionally, he is also responsible for conducting disease surveillance, outbreak investigation, and epidemiologic research. His research interest includes substance abuse, mental health, chronic diseases, emerging adults, etc. He has several publications in different peer-reviewed journals.

Dayna K. Carter
Public Information Officer
Dayna Carter brings over fifteen years of experience in public information. She has served in various roles to include Publications Specialist, Public Relations Manager, Marketing Associate and Resource Development Manager. Her experience includes media relations, spokesperson, advertising, marketing and event planning. Dayna has worked in several healthcare settings and nonprofit organizations. She has volunteered at several non-profit organizations including: United Way, Boys and Girls Clubs of Huntington, Make-A-Wish Foundation of Southern WV, Huntington Museum of Art, Cabell Huntington Hospital Foundation and American Cancer Society. She currently serves on the Board of Directors for Huntington Dance Theatre and formerly served on the Board of Directors at Barnett Child Care Center. Dayna holds a Bachelor of Arts Degree in Journalism/Public Relations from Marshall University.
